Oregon’s Behavioral Health Workforce: Challenges and Policy Perspectives.

Oregon’s behavioral health system is already in crisis, yet recent policy decisions by the Oregon Health Authority (OHA) threaten to make matters worse. By restricting Qualified Mental Health Professionals (QMHPs), Qualified Mental Health Associates (QMHAs), and essential interns and associates to working only within certificate-approved agencies, the state is effectively cutting off a critical workforce from providing care where it’s needed most. With over 20 years in the field, I have seen firsthand how these restrictions will exacerbate workforce shortages, push young clinicians out of the state, and reduce access to care—particularly in rural and underserved communities.
